HOUSE OF LORDS COMMITTEE STAGE
Generally speaking there is much more opportunity for amendment in the House of Lords. For example, whether the Committee stage is taken on the floor of the House (i.e. in the chamber itself) - when a Bill is controversial and all parties agree that it should - or in Grand Committee in the Moses Room, there is a good chance to make changes.
All amendments tabled are discussed (unlike the Commons); any Peer can speak and there is nothing like the enforced discipline or time constraints imposed on MPs. In Grand Committee votes are deferred until the Report and Third Reading Stages.
