HOUSE OF LORDS SECOND READING

2nd Reading in the House of Lords is similar to the House of Commons. However, there is an unwritten convention known as the Salisbury Convention, which the Lords adheres to.
It means that the House of Lords should not opposed the Second Reading of any Government Bills promised in the manifesto on which it was elected. The House of Lords considers the Bill and makes further amendments.
