The Labour Government came to power in 1997 with a constitutional reform agenda and mandate, agreed with the Liberal Democrats. Tony Blair himself emphasised that this was "an essential part of new Britain".
In 2003 William Goodhart and Paul Tyler produced a report entitled Britain's Democratic Deficit: Constitutional Reform - Unfinished Business. This report audits the extent to which the 1997 programme has been implemented, and then sets out a new agenda to address the deficiencies and the new challenges.
Proposals include the regeration of both Houses of Parliament, giving them greater freedom from the Party Whips to manage their own business and enhanced abiltity to hold Ministers to account.
